The service aims at providing children with special needs with early training during the critical period for intervention. The Society has been given recurrent subventions from the Social Welfare Department(SWD) to operate “Twinkling STARS On-site Pre-school Rehabilitation Services” since October 2018. The service is provided to 17 partner schools located in Kowloon, Hong Kong Islands, New Territories and Islands Districts. Due to the reallocation of OPRS by SWD, the Society separated the team into two district teams since September 2023, which is “Twinkling STARS On-site Pre-school Rehabilitation Services”which serves New Territories and Islands districts, and “Twinkling STARS On-site Pre-school Rehabilitation Services (Team 2)”serves Kowloon & Hong Kong Islands Districts. The Government has reqularised the Tier 1 Support Services since September 2023, and integrated with OPRS to offer comprehensive and timely assistance to pre-school children with different levels of special needs through inter-disciplinary service teams under a school-based and integrated approach.

Our multi-disciplinary professional team offers: on-site services to Kindergartens (KGs) / Kindergarten-cum-Child Care Centres (KG-cum-CCCs) participating in OPRS. Our team also assists KGs in building an inclusive campus and provides professional advice for kindergarten teachers / child care workers working with children with special needs; supports parents / caregivers to develop positive and effective parenting skills in raising their children.

Service Users

On-site Pre-school Rehabilitation Services

  • Children aged 6 or below who are attending the participating KGs or KG-cum-CCCs, and are on the waiting list of SWD’s central referral system;
  • Children who are waiting for assessment service of the Department of Health or Hospital Authority (if there is a vacancy, provided that the number of these children does not exceed 10% of the team’s service capacity);
  • Teachers, child care workers and parents / carers of the above-mentioned children.

Tier 1 Support Services

  • Children aged 6 or below who are attending the participating KGs or KG-cum-CCC, who are awaiting assessment by Child Assessment Centres (CACs), or assessed by CACs to have borderline developmental problem, or assessed by the OPRS team as having special needs with reference to the “Child Observation Checklist” (COC);
  • Teachers, child care workers and parents / carers of the above-mentioned children.

Scope of Services

Our professional team comprise a clinical psychologist, speech therapists, occupational therapists, physiotherapists, special child care workers, and social workers. Our team works together to provide one-stop multifaceted services:

  • Student training
  • Our team carries out both individual and group training and offers professional therapy both on-site and in our centres equipped with rehabilitation facilities; 

  • Teacher training
  • We organize talks, workshops and conferences, and provide professional consultation services, skills demonstrations and classroom management strategies;

  • Parents support
  • We organize seminars, workshops, professional consultation and counselling services to enhance parental efficacy;

  • Value-added Services
  • We offer parent consultation hotline, mobile libraries, inclusive campus seminars and workshops, mobile audiological service and play therapy.

  • Twinkling STARS Mobile Training Center
  • With the provision of The Lotteries Fund from SWD, the Society has implemented a Special Purpose Vehicle (SPV) to optimize our Twinkling STARS On-site Pre-school Rehabilitation Services. This is a glad tiding to both the participating students and their parents as we have tackled the problem of having insufficient training venues and equipment at our partner schools.

    Due to the COVID-19 pandemic, the "Twinkling STARS Mobile Training Center" was finally established in July 2022, after a year-long professional consultation on interior design and conversion. In order to deliver our services to students, this purposely built mobile training center shuttles between partner kindergartens and kindergarten-cum-child care centers around all districts in Hong Kong on a daily basis. Students with special learning needs now have an additional quiet soundproof space for training.

    Our mobile training center has two independent training rooms and various professional equipment, such as speech therapy teaching materials, fine motor training aids, board games and picture books, etc. Professional therapists and special child care workers can therefore provide the most suitable treatment and training tailor-made to the needs of students.

    In order to promote our communication and co-operation with the families and schools, we organize small parent groups and workshops of various themes on the mobile training center on a regular basis. Not only do we provide counseling and consultation services to parents in different regions but also to improve their parenting skills and release their pressure in nurturing a SEN child.

Service Fee

The service is free of charge.

Application Procedures

On-site Pre-school Rehabilitation Services

  • Referral by a social worker at a Child Assessment Centre to the Central Referral System for Rehabilitation Services – Subsystem for Disabled Pre-schoolers (CRSRehab-PS) of SWD, or
  • Referral by a social worker at an Integrated Family Service Centre / designated service units under CRSRehab-PS, following a recognized formal assessment.

Tier 1 Support Services

  • Parents / guardian of the above target children can approach teachers, social workers in pre-primary institutions or Twinkling STARS On-site Pre-school Rehabilitation Services / Twinkling STARS On-site Pre-school Rehabilitation Services (Team 2) from our Society for enquiry and application.

Withdrawal Procedures

  • Parents who would like to exit from the service, can notify the Society in written form at least one month in advance and complete the relevant withdrawal procedures;
  • We will terminate the provision of services to children under the following circumstances:
    • The child reaches the age of 6 or is promoted to Primary School;
    • The child’s overall ability is consistent with the developmental stage of his/her age;
    • The child decides to use other forms of SWD-subvented preschool rehabilitation services;
    • The child withdraws school placement from a participating KG or KG-cum-CCC.
